Job Description
[Appointment period: on temporary contract up to March 2024]
Reporting to the Accounting Manager, the appointee will be required to:
- review, develop and monitor the implementation of the procurement policies and procedures of the Institute;
- manage the maintenance of the authorized supplier list;
- conduct sourcing activities with service providers such as travel agencies, production houses, chemicals suppliers, etc.;
- negotiate with suppliers with reference to the contracting process including administrative and post execution;
- coordinate with internal departments to understand existing procurement procedures and suggest the best practices;
- scrutinize purchase requisitions and specifications of products/services to ensure cost-effectiveness and compliance with the relevant requirements; • conduct vendors selection, quotation analysis, price negotiation, issue purchase orders and monitor order deliveries; • enhance the purchasing process for operational efficiency and maintain the purchasing system;
- provide clerical and administrative support to the team in order to enhance research and commercialization activities of the Institute; and
- perform other duties as assigned.
Requirements
- A Bachelor’s degree or above in Purchasing, Procurement, Business Administration or a related discipline;
- At least five years or above hands-on relevant experience in public sectors, government funded entities or multi-national companies;
- A good team player with strong sense of responsibility as well as good interpersonal and problem-solving skills;
- Independent and able to work under pressure;
- High proficiency in MS Office applications and Chinese word processing; and
- Good command of written and spoken English and Chinese, with fluency in Putonghua being an advantage.
