Job Description
The appointee will be required to:
- Formulate, review, and oversee the procurement procedures and policies of the Institute;
- Supervise the procurement team, resolve day-to-day operational issues and drive continuous improvement in procurement processes and systems to enhance efficiency;
- Lead tendering exercises, evaluate tenders and supplier proposals, and make recommendations for award to the Tendering Board;
- Oversee the development and maintenance of the authorized supplier list, ensuring vendor performance and compliance;
- Collaborate with internal stakeholders to understand procurement needs, support strategic planning, and ensure alignment with operational priorities;
- Identify procurement risks and implement controls to ensure compliance with internal policies and external regulations;
- Prepare and manage budgets and resources of the procurement team, and assist in monitoring the procurement budget of R&D Projects; and
- Perform ad hoc duties as assigned.
Requirements
Requirements:
- A recognized degree in Procurement, Supply Chain Management, Logistics, Business, or a related discipline; holder of CIPS or CPSM a definite advantage;
- A minimum of eight years of relevant experience in sizable organizations, including at least three years in a supervisory role;
- Have a good understanding of governance and compliance requirements in the public sector;
- Hands-on experience with ERP systems is preferred;
- Strong negotiation skills, along with excellent analytical and numerical abilities;
- A good team player with a strong sense of responsibility, good interpersonal and effective time management;
- Good command of both written and spoken English and Chinese, fluency in Putonghua is an advantage; and
- Proficiency in MS Office applications and Chinese word processing.
